SHINE provides an alternative to incarceration by allowing judges to sentence offenders to work on county work crews in lieu of jail time. The agency also has a student program designed to keep young people volunteering in the community and prevent them from entering a life of crime. Both programs provide much needed relief to numerous community organizations and local governments who otherwise could not afford to pay for the work that participants help them accomplish. With the endowment, SHINE aims to have at least one work crew that would be perpetually funded.
